Ethiopia

Ethiopia joined the IF in 2002 and undertook preparations for a Diagnostic Trade Integration Study ("DTIS") in 2002/2003. The DTIS was validated in November 2003 and subsequently, one Window II project was implemented to provide institutional support to trade integration and implementation of the DTIS Action Matrix. In December 2004, the Government prepared a detailed Action Plan for the prioritized DTIS recommendations. The DTIS findings were incorporated into Ethiopia's Poverty Reduction Strategy Paper ("PRSP"), the "Plan for Accelerated and Sustained Development to End Poverty" ("PASDEP") September 2006, in the chapter on trade and industrial development. The priorities identified included improving business climate and targeting high export potential industries, such as leather, textiles, sugar and horti‐ and floriculture. To facilitate the DTIS implementation, the Government set up an inter‐ministerial coordination on trade issues with a standing committee chaired by the Minister meeting every month. A separate committee was set up for Government and donor coordination on private sector and trade, and especially, on WTO accession. Under the EIF, Ethiopia with the support of the UNDP is undertaking preparations to finalize its multi-year Tier 1 project proposal.
