Guinea undertook preparations for the Diagnostic Trade Integration Study ("DTIS") in 2002. The DTIS and Action Matrix were completed and validated in December 2003 by the Government and subsequently Guinea benefited from the IF Window II funding to implement three projects developed from the DTIS Action Matrix. These included; Enhancing of capacities for an effective participation of Guinea in multilateral trade negotiations implemented by UNCTAD; development and export promotion of Guinea's agricultural products, targeting pineapple and chilli producers; and enhancing Guinea's export development institutions, implemented by ITC. The DTIS Action Matrix recommendations were also incorporated into the second Poverty Reduction Strategy Paper ("PRSP II") in the pillar dealing with accelerating growth. In December 2006, Guinea presented a revised version of the DTIS Action Matrix. Under the EIF, Guinea presented its Tier 1 project proposal and has indicated its plan to prepare Tier 2 project proposals, as well as to build on the results achieved with the IF Window II funds.
