São Tomé and Príncipe joined the IF in 2004 and undertook a Diagnostic Trade Integration Study ("DTIS") which was validated in November 2005, and approved by Cabinet in April 2006. Two IFTF Window II projects were launched and implemented as a result of the DTIS recommendations, which included; (i) technical assistance to establish an enabling environment for business development ("One Window"); and (ii) capacity building for the Ministry of Commerce, with an extension until 31 December 2010. This Window II project includes the establishment of a National Implementation Unit ("NIU"). The DTIS reflects the economic diversification in the 2005 Poverty Reduction Strategy Paper ("PRSP") and seeks to add key recommendations to the PRSP process as reflected in the 2006 Progress Report on Implementation of the National Poverty Reduction Strategy.
