Guinea-Bissau joined the Integrated Framework (IF) in October 2007. Guinea-Bissau’s Diagnostic Trade Integration Study (DTIS) was finalized and validated in October 2009, and the DTIS Action Matrix recommendations were politically endorsed by the Government in January 2010. The DTIS focuses on the development of the various sectors, including cashew nuts, rice, fisheries, tourism and mining.

 

The Poverty Reduction Strategy Paper (PRSP), namely the DENARP 2 (2010-2013) has a component on trade mainstreaming incorporating the DTIS Action Matrix priorities. The DENARP also takes into account the cross-cutting issues, such as infrastructure development, telecommunications, legal and regulatory framework, energy, private sector development, customs reforms, trade facilitation and trade policy.

Description of the projects (objectives and interventions)

Under the EIF, Guinea-Bissau has been implementing its Tier 1 project, 'Support to National Implementation Arrangements (NIAs)', since December 2010. Its aim is to integrate Guinea-Bissau into the global trading system with a view to contributing to poverty reduction and sustainable development. The Tier 1 project includes a DTIS Update (DTISU) that was approved as part of the Tier 1 project in November 2010.

Main progresses to date

Guinea-Bissau has put in place the NIAs, such as the National Steering Committee (NSC), with representation of the private sector and the civil society. The EIF National Implementation Unit has also been effective since the end of 2012, and the country has enjoyed full support from UNDP in regards to supporting operations.

Trade has been mainstreamed within the economic sectors dealing with agriculture (including subsistence), gender, infrastructure and human capacity building. To further sustain the trade mainstreaming agenda, the Government of Guinea-Bissau has nominated UNDP to carry out its DTISU.

Moreover, Guinea-Bissau has been investing resources in developing the cashew nut sector, in light of its strategic nature.

Outlook

Work is underway to carry out a Mid-Term Evaluation of the Tier 1 project, and preparations for a Tier 1 Phase 2 project extension.

With ITC and UNDP support, Guinea-Bissau is developing a Tier 2 project proposal on expanding its horticulture sector.

After political stabilization, there are plans to hold a donor round table to raise resources for the trade and development agenda in-country.
