EIF supports capacity development initiatives of governments in order to enable them to efficiently, effectively and sustainably implement projects approved by the EIF Board. At project level, technical capacity assessment is undertaken by the Executive Secretariat and the Trust Fund Manager to ascertain the capacity of governments as main implementing agencies of projects approved by the EF Board. Capacity development is also conducted at regional levels across language barriers. Such trainings are demand driven by partner countries or supply driven by the Executive Secretariat and Trust Fund Manager.

The EIF collaborates with partner agencies, consultancy firms and governments on capacity development to make resources on capacity development more accessible, strengthen partnerships and transfer knowledge to EIF countries. To date, seven regional capacity development workshops have been conducted:

 

EIF M&E Capacity and Systems Development Workshop for Francophone EIF Countries

The Government of Burkina Faso in partnership with the EIF and the UNDP hosted an EIF Monitoring and Evaluation (M&E) Capacity and Systems Development Workshop for EIF Francophone countries with a Tier 1 project. Participating countries included Benin, Burkina Faso, Burundi, Cape Verde, Central African Republic, Chad, Comoros, DRC, Djibouti, Guinea, Guinea Bissau, Mali, Niger, Senegal and Togo. The workshop was held in Ouagadougou, Burkina Faso from 21 to 23 May, 2012.

The workshop was part of a component of the EIF trade capacity development strategy feeding into the overall results-based management of the EIF programme. It served in operationalizing the M&E Framework, as well as preparing EIF countries for evaluating their national country projects. The workshop focused on establishing an understanding of the role of M&E and Results-Based Management as well as strengthening a culture of M&E in country systems.

 

EIF M&E Capacity and Systems Development Workshop for Anglophone EIF Countries

The Government of Uganda in close partnership with the EIF and UNDP hosted an EIF Monitoring and Evaluation (M&E) Capacity and Systems Development workshop for Anglophone EIF countries with a Tier 1 project under implementation. The workshop, which was held in Entebbe, Uganda from 5-7 December 2011, was part of a component of the EIF trade capacity development strategy which feeds into the overall results-based management of the EIF programme. It  helped in operationalizing the M&E Framework, as well as preparing EIF countries for evaluating Tier 1 projects. The workshop focused on establishing an understanding of the role of M&E and Results-Based Management as well as strengthening a culture of M&E in country systems.

 

EIF Results Reporting and Communications Workshop

An  EIF results reporting and communications workshop was organized by the EIF in collaboration with the Zambia Ministry of Trade, Commerce and Industry, the EIF Focal point and the National Implementation Unit of the Enhanced Integrated Framework.  The local UNDP office supported the logistical organization of the event.

Delegations from 11 English-speaking African countries (The Gambia, Liberia, Lesotho, Malawi, Rwanda, Sierra Leone, South Sudan, Sudan, Tanzania, Uganda and Zambia) as well as one from Yemen attended the workshop which took place in Lusaka, Zambia from 22 to 25 April 2013.

In the framework of the Global Exchange programme, a delegation from Cambodia, headed by  H.E Mr PAN Sorasak, Secretary of State and EIF Focal Point from the Ministry of Commerce, participated as resource team, sharing Cambodia's approach and achievements in the different areas covered by the workshop.

The workshop was organized in response to recommendations of the Mid-Term Evaluation of the Enhanced Integrated Framework, conducted in 2012 and endorsed by the EIF Executive Board in 2013, which identified Monitoring and Evaluation, results reporting and communication as areas where LDCs needed particular support.
